China skirting African corruption in direct aid (AP)

KAMPALA, Uganda ? China last month sent a senior official to symbolically hand over the keys to a nine-story twin tower to house Uganda's president and prime minister, a gift from Beijing.

The white structures with a sloping roof cost China $27 million to build. But ? in a strategy that China is increasingly employing around Africa ? Beijing didn't just deliver the money and let Ugandan officials see the project through. It was built by Chinese workers in what aid watchdogs applaud as a model to help defeat the inefficiencies and cash-pocketing corruption associated with other systems of foreign aid delivery.

China has a growing economic footprint in Uganda and much of the rest of Africa, and some Ugandans natives complain of the rising number of Chinese arriving to set up shop. China's strategic interest in this East African country has deepened at a time when Uganda hopes to become an oil producer.

But the completion of projects like a modern hospital complex has softened China's reputation, while Beijing's efforts to produce turn-key projects are winning fans among Ugandans tired of seeing their officials ripping off foreign aid projects with impunity. Instead of giving cash, the Chinese government prefers to pay Chinese companies to build roads and structures, bypassing local politicians, powerbrokers and construction crews, and to deliver them completed.

The China model is "more effective. It's less prone to corruption," said Sven Grimm, the executive director of the Center for Chinese Studies at Stellenbosch University in South Africa. He said the approach also bolsters China's economy, because "Chinese enterprises ... go out and gain international experience."

Experts say China's model of donating buildings and roads might help it cut the risk of aid scandals like the one that rocked the $22.6 billion Global Fund to Fight AIDS, Tuberculosis and Malaria over the past year. The Geneva-based financier gets donations from wealthy donor nations and private sources like Bill Gates. But donors recoiled after the fund's internal watchdog documented more than $50 million in losses due to corruption and other misuse and unauthorized spending, affecting much of Africa, including Uganda.

Western donors routinely threaten to cut aid to Uganda over corruption, which registers in millions of dollars every year. In February 2010, in the aftermath of scandals that shook the faith of donors in the government's ability to cut wasteful spending and corruption, a World Bank official warned that corruption had become "endemic."

But Western nations keep giving aid to Uganda, infuriating anti-corruption activists.

"If I have abused your money and you give me more, it's like you are applauding me," Cissy Kagaba, who heads a watchdog called the Anti-Corruption Coalition of Uganda, said.

Transparency International ranks Uganda among the most corrupt nations, at 143 out of 182 countries in its most recent survey. Public officials in high and low places are constantly looking for opportunities to steal or be bribed and the offerings of foreign governments and agencies have traditionally been easy to abuse, critics say.

U.S. and European aid money, for example, frequently funds workshops at expensive hotels. Participants of the "capacity building" programs are given free travel to the sites along with per diems and accommodation.

"Capacity building ... is the easiest to steal because the only evidence is paper accountability," said Augustine Ruzindana, Uganda's former anti-corruption chief. "The people who pay also know what they are doing, and so it's self-perpetuating. With the Chinese method it's easier to show that something has been done. They do concrete things which can be seen by several generations."

China's aid is not always welcomed. Last month new headquarters paid for by China for the African Union were unveiled in Ethiopia. Rwandan President Paul Kagame called it "pathetic" that Africa accepted such a donation and asked whether Africa couldn't afford to pay for such a building itself.

In Uganda, as in other African countries where it has strategic interests, China has polished its reputation with muscular projects which it then hands over as gifts. Prominent donations to Uganda include the headquarters of the ministry of foreign affairs and a sports stadium.

Even when the projects are tied to loans, such as in the planned construction of a four-lane expressway from the capital to Uganda's international airport in nearby Entebbe, the Chinese insist on taking full charge. This has shut down avenues traditionally used by public officials to inflate costs while doing shoddy work, to get paid for work not done or to insist on bribes before endorsing certain projects, anti-corruption officials say.

"The Chinese model is better," said Fred Guweddeko, a research fellow at the Makerere University Institute of Social Research in Kampala.

CDC: Bread beats out chips as biggest salt source (AP)

ATLANTA ? Bread and rolls are the No. 1 source of salt in the American diet, accounting for more than twice as much sodium as salty junk food like potato chips.

That surprising finding comes in a government report released Tuesday that includes a list of the top 10 sources of sodium. Salty snacks actually came in at the bottom of the list compiled by the Centers for Disease Control and Prevention.

"Potato chips, pretzels, and popcorn ? which we think of as the saltiest foods in our diet ? are only No. 10," said CDC Director Dr. Thomas Frieden.

Breads and rolls aren't really saltier than many of the other foods, but people tend to eat a lot of them, said Mary Cogswell, a CDC senior scientist who co-authored the report.

Salt is the main source of sodium for most people, and sodium increases the risk of high blood pressure, a major cause of heart disease and stroke. Health officials say most Americans get too much salt, mostly from processed and restaurant foods ? not added from the salt shaker.

Experts have known that the sodium in breads and certain other foods can add up, but even CDC officials were amazed that just 10 foods are responsible for 44 percent of the sodium consumed.

"It's possible to eat a whole bunch of sodium without it seeming salty," noted John Hayes, an assistant professor of food science at Penn State, who was not involved in the report.

According to the CDC, breads and rolls account for about 7 percent of the salt that the average American eats in a day. Next on the list: cold cuts and cured meats; pizza; fresh and processed poultry; soups; fast-food hamburgers and sandwiches and cheese.

Rounding out the list ? and accounting for about 3 percent each ? are spaghetti and other pasta dishes; meatloaf and other meat dishes and snacks like potato chips and pretzels.

Dietary guidelines recommend no more than 2,300 milligrams of sodium a day, equal to about a teaspoon of salt. Certain people, such as those with high blood pressure, should eat even less. But average sodium consumption in the U.S. is around 3,300 milligrams, the CDC study found. Only 1 in 10 Americans meet the teaspoon guideline.

The amount of sodium in food types can vary. For example, a slice of white bread can have between 80 and 230 milligrams of sodium. A cup of canned chicken noodle soup has between 100 and 940 milligrams and 3 ounces of luncheon meat has between 450 and 1,050 milligrams. A small 1 ounce bag of potato chips ranges from 50 to 200 milligrams.

The new CDC report is based on surveys of more than 7,200 people in 2007 and 2008, including nearly 3,000 children. Participants were surveyed twice, each time answering detailed questions about what they had eaten over the previous day. Researchers then broke down what they ate into categories, and assigned sodium amounts.

Salt reduction has become a recent focus of public health campaigns, and some major food makers have taken steps or announced plans to gradually reduce sodium in their products.

CDC officials ? who have long encouraged people to eat more fruits and vegetables ? stopped short of advising people to lay off the bread. But they are encouraging consumers to read labels and, for example, buy brands of bread that have lower sodium.

"People can choose how much salt to add to their food at the table. They can't take it out once it's there," Frieden said.

There's another way to consume less sodium. "Eat smaller portions," Hayes said.

New image captures 'stealth merger' of dwarf galaxies

ScienceDaily (Feb. 8, 2012) ? New images of a nearby dwarf galaxy have revealed a dense stream of stars in its outer regions, the remains of an even smaller companion galaxy in the process of merging with its host. The host galaxy, known as NGC 4449, is the smallest primary galaxy in which a stellar stream from an ongoing merger has been identified and studied in detail.

"This is how galaxies grow. You can see the smaller galaxy coming in and getting shredded, eventually leaving its stars scattered through the halo of the host galaxy," said Aaron Romanowsky, a research astronomer at the University of California, Santa Cruz, and coauthor of a paper on the discovery that has been accepted for publication in Astrophysical Journal Letters. The study was carried out by an international team of astronomers led by David Mart?nez-Delgado of the Max Planck Institute for Astronomy in Heidelberg.

According to modern cosmological theory, large galaxies were built up from smaller progenitors through a hierarchical process of mergers. Astronomers can see many examples of mergers involving massive galaxies, but mergers of two dwarf galaxies have been hard to find. "We should see the same things at smaller scales, with small galaxies eating smaller ones and so on," Romanowsky said. "Now we have this beautiful image of a dwarf galaxy consuming a smaller dwarf."

NGC 4449 is located 12.5 million light-years from Earth and is a member of a group of galaxies in the constellation Canes Venatici. In size and morphology, it is very similar to one of the Milky Way's satellite galaxies, the Large Magellanic Cloud.

The stellar stream in NGC 4449 was first detected by another group of astronomers as a mysterious, faint smudge in digitized photographic plates from the Digitized Sky Survey project, and it is also visible in archival images from the Sloan Digital Sky Survey. But if it had been just a bit fainter, more diffuse, or farther from the host galaxy, it could easily have been missed. The authors of the new study called it a "stealth merger," where an infalling satellite galaxy is nearly undetectable by conventional means, yet has a substantial influence on its host galaxy.

Mart?nez-Delgado organized a campaign to follow up on the initial report with more detailed observations. R. Jay GaBany, a Bay Area amateur astronomer and astrophotographer with whom Mart?nez-Delgado has frequently collaborated, obtained exceptionally deep, wide-field images of NGC 4449 with the half-meter Black Bird Observatory telescope (located in the Sierra Nevada mountains). Those images confirmed the presence of a faint substructure in the halo of the galaxy. Romanowsky, along with UCSC graduate student Jacob Arnold, then used the 8.2-meter Subaru Telescope in Hawaii to obtain high-resolution images in which the individual stars in the stellar stream can be seen.

"I don't think I'd ever seen a picture of a galaxy merger where you can see the individual stars," Romanowsky said. "It's really an impressive image."

The new observations support the idea that the stellar haloes around many dwarf galaxies are the remnants of smaller satellites that were shredded in past merger events. The ongoing merger in NGC 4449 may also be responsible for the intense burst of star formation seen in the galaxy. "This galaxy is famous for its starburst activity, and it seems we've found the reason for that. The gravitational interaction of the incoming galaxy has probably disturbed the gas in the main galaxy and caused it to start forming stars," Romanowsky said.

The companion galaxy was also independently discovered by a team of scientists led by UCLA astronomer Michael Rich. Their study, based on images obtained by the Centurion 28-inch telescope located at the Polaris Observatory Association near Frazier Park, California, will be published in the February 9 issue of Nature.

Obama pushes for veterans jobs programs

WASHINGTON (AP) ? In an effort to cut the unemployment rate among veterans, President Barack Obama is calling for a new conservation program that would put veterans to work rebuilding trails, roads and levees on public lands.

The president also will seek more grant money for programs that allow local communities to hire more police officers and firefighters.

"Let's get more cops on the beat, let's get more rangers in the parks, let's get more firefighters on call, and in the process, we're going to put more veterans back to work," Obama said Friday at a fire station in Arlington, Va., that was one of the first to respond to the attack on the Pentagon on Sept. 11, 2001.

"They've already risked their lives defending America. They should have the opportunity to rebuild America," he said.

The efforts, which Obama first announced in his State of the Union address last week, are particularly geared to those veterans who served after the 9/11 terrorist attacks, a group experiencing an unemployment rate of 9.1 percent, versus 8.7 percent for non-veterans, according to the government's jobs report for January.

Interior Secretary Ken Salazar said the Civilian Conservation Corps that operated during the 1930s could be viewed as a model for what the administration will try to accomplish through its "Veterans Jobs Corps." He said that the administration will propose spending $1 billion over five years that would be used to put an estimated 20,000 veterans to work restoring habitat and eradicating invasive species, among other activities.

"When one looks back at the legacy of the Civilian Conservation Corps, we take great comfort that those who take on these kinds of activities will leave a lasting legacy for the United States," Salazar said.

The backdrop of presidential politics is also playing a role in the Obama administration's new efforts. Several states that will be heavily contested in November have a significant military presence. Obama said the end of the war in Iraq could help finance the work programs.

"Congress should take the money that we're no longer spending on war, use half of it to pay down our debt, and use the rest to do some nation-building here at home," he said.

Rep. Jeff Miller, the Republican chairman of the House Committee on Veterans' Affairs, voiced skepticism. He said he wanted the administration to work with Congress on getting businesses to hire more.

"Short-term spending and temporary programs have failed and are not the solution," Miller said.

Congress also has been focusing on the problem of unemployment among veterans. A House subcommittee on Thursday examined the unemployment rate for those who serve in the National Guard or Reserves. Witnesses estimated that about 1 out of every 5 returning guardsmen is unemployed.

Reid apparently broke no laws in appointing his wife but could have breached professional guidelines. Greenaway was one of several deputy assistant coroners.

The local authority, Camden Council, said it was confident Reid "had made an error in good faith" when he appointed his wife, but said the matter was being investigated by Britain's Office for Judicial Complaints.

Greenaway oversaw 12 inquests in Camden, the north London borough where Winehouse lived, and others in east London. Reid said he was "confident that all of the inquests handled were done so correctly" ? but offered to hold those inquests over again if the families of the deceased wanted it.

Winehouse's family said it had not yet decided what to do. In a statement, the family said it was "taking advice on the implications of this and will decide if any further discussion with the authorities is needed."

Winehouse's inquest could be declared invalid if her family challenges the verdict in court. But on Wednesday, her father, Mitch, appeared to downplay the likelihood, tweeting: "Don't worry about coroner nonsense. We are all OK."
