Arizona Cardinals Vs. Tampa Bay Buccaneers: TV Channel, Where To Watch Live Online, Prediction, Betting Odds, Team News And Preview For Sunday's NFL Matchup

The Buccaneers have started 0-3, and earlier this week head coach Greg Schiano chose the rookie ahead of Freeman, whose completed 45.7 percent of his passes to start the season.

Freeman has since requested a trade, and will reportedly be the third inactive quarterback on the Buccaneers bench on Sunday.

Glennon totaled 62 passing touchdowns in his final two years at N.C. State, and was a third round draft choice for Tampa Bay back in April. He?ll have consistent weapons against Arizona in Vincent Jackson and Mike Wallace, but it?s difficult to gauge how Glennon will respond in his first start. Running back Doug Martin is second in the NFL with 297 rushing yards, and should get plenty of touches ahead of the rookie passer.

Glennon will face a 1-2 Cardinals squad that?s currently ranked 26th against the pass, and allowed seven passing touchdowns in three games despite a solid young core of Patrick Peterson and Tyrann Mathieu in the secondary.

Last week the New Orleans Saints torched Arizona for 342 yards and three touchdowns in the air for a 31-7 loss. It wasn?t due to a lack of effort or dedication that Arizona lost, with safety Rashad Johnson severing the tip of his left middle finger on a punt return and continuing to play. He?s questionable for Sunday?s matchup against the Bucs.

Quarterback Carson Palmer largely failed to connect with his receivers, going 18-for-35 for 187 yards, and receiver Larry Fitzgerald had five catches for 64 yards.?After three games in Arizona, Palmer is fourth in the NFL with four picks, and has been sacked nine times.

However Fitzgerald has played hurt with a depleted running back corps thats gaining just 86.3 yards per game, 23rd in the league.?The veteran wide out fully participated in his practice earlier this week for first time in weeks, a strong sign that 1-2 Arizona could start to turn things around.

The game starts at 1 p.m. ET and will be broadcast by FOX, or watch a live online stream by purchasing NFL Game Access here.

Betting Odds: Tampa Bay is favored by 2.5 points.

Over/Under: 40.5 points

Prediction: Arizona 24, Tampa Bay 10

Researchers ferret out function of autism gene

[unable to retrieve full-text content]Researchers say it's clear that some cases of autism are hereditary, but have struggled to draw direct links between the condition and particular genes. Researchers have found that mutations in one autism-linked gene, dubbed NHE9, which is involved in transporting substances in and out of structures within the cell, causes communication problems among brain cells that likely contribute to autism.

Google Think Tank Helps Build Virtual Museum for World Constitutions

Around the world, nations have written constitutions that rule them, and a Google-aided project now has placed some 177 constitutions online.

Google's Ideas think tank has helped create a fascinating online collection of constitutions for scores of nations around the world where visitors can explore and learn about how the documents change over time. The new site, called Constitute, was built by the Comparative Constitutions Project and supported with the help of the Google Ideas think tank, Sara Sinclair Brody, the Google Ideas product manager, wrote in a Sept. 23 post on the Google Official Blog. "Constitutions are as unique as the people they govern, and have been around in one form or another for millennia," wrote Brody. "But did you know that every year approximately five new constitutions are written, and 20 to 30 are amended or revised? Or that Africa has the youngest set of constitutions, with 19 out of the 39 constitutions written globally since 2000 from the region?" Those are the kinds of facts and lessons that can be gleaned from this intriguing collection of some 177 constitutions, which includes original and amended versions from many nations. So far, the collection includes constitutions over time from countries including Afghanistan, Albania, Australia, Belarus, Belgium, Bolivia, Cambodia, China, Cuba, Finland, Gambia, Greece, Haiti, Honduras, India, Ireland, Italy, Japan, Kuwait, Libya, Madagascar, Mexico, Moldova, the Netherlands, Norway, Pakistan, Romania, Russia, Serbia, Singapore, South Africa, Spain, Turkey, the Ukraine, the United States, Yemen and Zambia. "The process of redesigning and drafting a new constitution can play a critical role in uniting a country, especially following periods of conflict and instability," wrote Brody. "In the past, it's been difficult to access and compare existing constitutional documents and language?which is critical to drafters?because the texts are locked up in libraries or on the hard drives of constitutional experts. Although the process of drafting constitutions has evolved from chisels and stone tablets to pens and modern computers, there has been little innovation in how their content is sourced and referenced." That's where the new Constitute site comes in as a resource for scholars, historians, political leaders and others to probe constitutions from around the world and the changes that have followed them after they were originally written. "Constitute enables people to browse and search constitutions via curated and tagged topics, as well as by country and year," wrote Brody. "The Comparative Constitutions Project cataloged and tagged nearly 350 themes, so people can easily find and compare specific constitutional material." The theme topics include amendments, citizenship, elections, cultures, international law, regulations and more. "Our aim is to arm drafters with a better tool for constitution design and writing," she wrote. "We also hope citizens will use Constitute to learn more about their own constitutions, and those of countries around the world." Google Ideas provided a grant to the University of Texas at Austin for the Comparative Constitutions Project, according to the group. Other funding was also provided by the Indigo Trust and IC2. ?Since 2005, the Comparative Constitutions Project has also received contributions from the National Science Foundation, the Cline Center for Democracy, the University of Texas, the University of Chicago and the Constitution Unit at University College London.

Global Economy: Faith in revival put to test

LONDON (Reuters) - Yet another budget showdown in Washington and yet another government crisis in Italy herald more turbulence for a global economy growing well below trend.

On top of these recurrent pitfalls, banks and households in Europe are still shedding debt, several big emerging economies are slowing and markets are struggling to decode the Federal Reserve's policy signals.

No wonder that words like 'modest' and 'moderate' pepper many of the latest growth outlooks. Yet there is a guarded confidence at some banks that a recovery, not powerful but worthy of the name, might finally be within reach.

Credit Suisse, for instance, is penciling in 3.8 percent global growth for 2014, up from 3.0 percent this year and surpassing what it sees as the trend rate of 3.5 percent.

A lessening of fiscal headwinds will be important in allowing the hoped-for pickup in the United States, said John Calverley, head of macroeconomic research with Standard Chartered Bank in Toronto.

"So you should start to see growth moving up well into the 2.5, 3.0 percent range, maybe more, over the next couple of years," he said. The U.S. economy has expanded at an average pace of less than 2 percent in the last four quarters.

NO BLINKING IN WASHINGTON YET

But that view could be sorely tested in coming days.

In Washington, a government shutdown from Tuesday drew nearer after the Republican-controlled House of Representatives voted to delay Democratic President Barack Obama's landmark healthcare law for a year as part of an emergency spending bill.

The White House, in its fourth major budget standoff with Congress since 2011, has vowed to veto the bill.

Congress also needs to raise the federal debt ceiling to avoid an unprecedented default in mid-October.

The notion that the issuer of the world's main reserve currency might be unable to meet its obligations is simply unthinkable for most in the market.

"Our basic view is that we will get through it as we've got through it time and time again," Jim McCormick, head of asset allocation research at Barclays, said.

Italy's political instability has also revived concerns about its stagnant economy. Centre-right leader Silvio Berlusconi effectively brought down the government of Prime Minister Enrico Letta by pulling his ministers out of the cabinet on Saturday, further delaying agreement on changes intended to reduce debt and revive growth.

President Giorgio Napolitano signaled that he would like Letta to try to forge a new coalition rather than call elections, but the uncertainty risks a further damaging rise in Italian bond yields, which hit a three-month high on Friday.

"We are paying for our political instability," Labour Minister Enrico Giovannini said.

CENTRAL BANK SIGNALS

To date bond investors have been largely reassured by the conditional promise that European Central Bank President Mario Draghi gave a year ago to buy the bonds of struggling euro member states if necessary to keep the single currency afloat.

Draghi could use the power of the pulpit to send a message to Rome's feuding politicians when he holds a news conference after an ECB meeting in Paris on Wednesday.

With the euro zone economy gathering modest momentum, no change in interest rates is on the cards.

But the ECB chief is likely to reaffirm his readiness to provide a new round of cheap, long-term funding if need be to prevent an unwanted rise in money market interest rates.

Some reckon the ECB could act in December, which is when the Fed might start to reduce its bond buying from $85 billion a month.

'Might' is the operative word because markets are no longer sure how to anticipate the Fed's reactions since the central bank shocked them by deciding this month not to start withdrawing monetary stimulus yet.

The Bank of England, and the ECB to a lesser extent, have also struggled to provide clear 'forward guidance' of how economic developments might shape their policy thinking.

"The most visible risk at the moment is the learning curve associated with new central bank procedures. The process of their learning how to talk to us and our learning how to listen to them is fraught with risks to financial stability," the Credit Suisse report said.

With Fed Chairman Ben Bernanke emphasizing that his timetable for reducing stimulus depends on the economy, investors could start to price in an October start if Friday's employment report is strong.

The economy is forecast to have added 180,000 non-farm jobs in September, above the latest three-month average of 148,000.

JAPAN GRASPS THE TAX NETTLE

In Japan, Prime Minister Shinzo Abe is expected on Tuesday to confirm that sales tax will rise in April to 8 percent from 5 percent, the first significant effort in 20 years to rein in the country's galloping debt.

To cushion the economic blow, Abe is preparing a stimulus package that will include tax breaks for companies that increase wages or capital expenditure.

Abe's announcement will follow the Bank of Japan's closely watched "tankan" business sentiment survey, with economists polled by Reuters expecting a bullish report.

If they are wrong, BOJ Governor Haruhiko Kuroda is likely to redouble his efforts to expand the monetary base and so banish 15 years of deflation, said James Malcolm, a foreign-exchange strategist with Deutsche Bank in London.

"Disappointing results would almost certainly bring forward expectations of additional central bank easing," he said in a note, suggesting that such a move "might even become a live option" when policy makers conclude their next meeting on Friday. A more realistic date, however, was the BOJ's October 31 meeting.

From the architect. The Belmont Community Rehabilitation Centre offers an active, goal-focused rehabilitation program in a residential setting. The program focuses on preventing further disability by supporting clients to reduce the chance of relapses and improve their wellbeing. Sited adjacent the Kardinia Health GP Super Clinic (completed by Billard Leece Partnership in 2009) and connected via enclosed pedestrian link to the Community Health Centre with which it shares reception, the Rehabilitation Centre is an important addition to this community healthcare hub four kilometres from Victoria?s.

? Tony Miller

Located on a prominent corner, the building form and materiality seek to engage with the surroundings. White cypress timber was selected as the primary fa?ade material due to its sustainability, inherent warmth and natural appeal. The fa?ade is articulated with recessed self-shading windows to the street elevations, and expressed sunshades to the windows to the garden areas. The strong motif of glass and timber showcases the timber?s natural grain and colour, expressing the form and design of the fa?ade and creates a non-institutional and engaging building, easy to construct and maintain.

? Tony Miller

Sitting in a garden setting, a new mobility garden provides external rehabilitation facilities and seating in a wind protected sunny courtyard between the new Rehabilitation Centre and existing Community Health Centre. The north-west facing courtyard fa?ade, engaging with the garden and solar orientation, consists of framed panels of ship lap timber that contrast with large windows screened with dynamic folded sun shades. The rigorous panellised timber delineates a crisp pattern juxtaposed with the shades? dynamic shadows. Large self-shading windows to all habitable rooms provide natural light, ventilation and aspect to the single storey Centre?s surrounding garden.

Siemens to cut up 15,000 jobs

Updated at 10:06 am today

Siemens is to cut up to 15,000 jobs as part of a cost-cutting programme.

According to a company spokesman, the German industrial group will cut about 4% of its workforce of 370,000, but aims to avoid compulsory redundancies.

The group will shed 5000 jobs in Germany and another 10,000 jobs abroad.

Siemens and its unions have reached an agreement over about half of the job cuts and a deal on the other half will follow, the spokesman said.

Chief executive Peter Loescher was sacked earlier this year over falling profitability.

The BBC reports the company has issued two warnings about profit margins during the last fiscal year.

At Zimbabwe golf club, ?foreign? trees exit stage

HARARE, Zimbabwe (AP) ? A century-old thorn tree with an umbrella-shaped canopy offers shade to players on the 13th hole of Zimbabwe?s oldest surviving golf course. The indigenous tree is going to stay, but ?foreign? trees ? firs, pines and eucalyptus ? that were planted by early white settlers to remind them of their distant origins are now being rooted out.

This has nothing to do with the politics of President Robert Mugabe, whose government has nationalized thousands of white-owned farms under a black empowerment program meant to reverse the entitlements of the white-led rule of the past. It is a conservation and course management program that will change the landscape of the Royal Harare Golf Club, a place steeped in history where cows and sheep grazed on the fairways in the era before modern grass mowers.

According to records, the early, mainly British, settlers were filled with nostalgia for their home regions and golf gave them solace. They planted imported trees and shrubs in Rhodesia, as Zimbabwe was known before independence in 1980.

King George V, grandfather of Queen Elizabeth II, played on the course in 1929, bestowing the royal title on the club. But the last of the hardy, long-living foreign trees he saw are being cut down now. The first settlers felled the indigenous trees on the course and wild animals that once roamed there disappeared too.

Royal Harare club manager Ian Mathieson said a program to cut down ?alien? trees and replant trees ?indigenous? to Zimbabwe such as the acacia and msasa varieties is under way, and will take 20 years to complete. So far, nearly 60 gnarled and elderly ?foreign? trees have been removed and more than 300 local trees and shrubs have been planted in their place.

Foreign eucalyptus, or gum trees, most of them over 100 years old, are set for the chainsaw, said Mathieson. They suck up too much water at a time when Zimbabwe faces acute water shortages, and the sinking of thousands of new borehole wells in suburbs near the golf course have already lowered the underground water table, he said.

?If we are to retain water, these trees need to come down,? Mathieson said. Nearby pine trees also make the soil acidic and ?there is also the threat of falling debris from the old trees,? he said.

Experts have been called in for the replanting exercise that requires careful planning. Every hole has trees planted in ways to make the game more challenging, according to Mathieson.

?A player has to contend with the trees if he hits the ball out of the fairway,? he said.

The purple blossoming jacaranda tree, a native of South America and Asia brought to Africa by early missionaries, will be spared at Royal Harare. It has become synonymous with Zimbabwe?s ?spring? season because it blooms at winter?s end.

Thorn trees, a member of the local acacia species that grows in dozens of African varieties with different hues and shapes, are the indigenous trees of choice at the golf club.

?The thorn tree grows much faster than any other indigenous tree,? said green keeper Fibion Chikwaya, who has tended the course for 17 years.

Duikers, a small southern African species of antelope, rabbits and guinea fowl live on the course, which is sandwiched among offices, apartments and suburban homes. The animals graze oblivious to the hazards of flying golf balls. Their young are reared mostly unseen in thickets, Chikwaya said.

?We never know when they are born and only get to see them when they are grown,? he said.

He said the animals sometimes fall prey to night poachers as they have come to trust humans through contact with golfers who ?can come a meter (a yard) close to them, and they won?t run away because they know no harm will befall them.?

The course is home to more than 100 species of birds, many of which migrate thousands of kilometers (miles) to the southern hemisphere every year, he said.

The old thorn tree on the 13th hole has remained a constant companion for many golfers. Its branches span a radius of nearly seven meters (yards) and provide a canopy of shade for spectators. Many families have carried out their dying golfing relatives? wishes of having their ashes strewn around its trunk, he said.

The tree was there when players wore the colonial dress of breeches and a collar and tie, replaced now by casual pants and T-shirts.

Akil Yousuf, a club member and former president of the Zimbabwe Professional Golfers? Association, believes the tree will survive for generations. He said the thorn tree stands on ?the hardest hole on the course,? the downfall of many champion golfers.

?You have to play an accurate shot,? he said. ?If you err slightly to the right or left, you could be staring a bogey in the face.?

Nokia tablet gets approved by the FCC with AT&T and Verizon LTE

Nokia tablet spied getting FCC approval with AT&T and Verizon LTE

We have to hand it to Nokia: the company faces an acquisition by Microsoft in the very near future, but it's still got a few tricks up its sleeves. The FCC just approved a mystery device known as the RX-114, and Nokia's team did an incredible job of dressing up the paperwork so as to hide all clues of what it really was -- that is, right up until the last page of a 167-page document full of bland measurements and technical graphs. What you see above is official confirmation that Nokia is indeed working on a tablet, complete with diagrams of the device along with specific references to its slate-like state. (Forgive the fuzzy print; the diagrams are pretty small, so we enlarged them.)

What else do we know? The docs confirm that the tablet features LTE with support for bands 2, 4, 5, 13 and 17, along with a full suite of HSPA+ and GSM / EDGE. This means that regardless of which carrier actually picks up this particular device (frequency support doesn't guarantee carrier coverage, and no networks have confirmed that they'll be selling it), it technically will work on Verizon, AT&T and T-Mobile. Of course, we've already seen purported leaks that show the Windows RT device with Big Red branding, so it's not a far stretch to believe this is still in the works for one or more US providers. We'll continue to parse through the paperwork for other cleverly hidden clues, but this at least confirms what we already suspected -- and if we had to guess, we have a strong suspicion that we'll be seeing this beaut in the flesh at Nokia World in Abu Dhabi on October 22nd.

Ex-EPA official pleads guilty to theft

WASHINGTON (AP) ? A former high-ranking official with the Environmental Protection Agency pleaded guilty Friday to stealing nearly $900,000 from the agency over 13 years by failing to show up for work while falsely claiming to be working for the CIA and for filing bogus expenses.

John C. Beale, 64, a former deputy assistant administrator in the Office of Air and Radiation, accepted a plea agreement with the government at a court hearing. U.S. Magistrate Judge John M. Facciola read the evidence against Beale and asked if it were true.

In a flat, emotionless voice, Beale answered, "Yes it is, your honor."

Under the plea deal with prosecutors, Beale faces 30 to 37 months in prison. The deal also calls for Beale to pay restitution of $886,000, forfeit an additional $507,000 and pay a fine of up to $60,000. The final decision will be made by the sentencing judge in the case, Ellen Segal Huvelle. No sentencing date has been set.

Beale, wearing glasses and a gray suit without a tie, managed a slight, grim smile after the proceedings. He was released on personal recognizance and will return to Manhattan, where he now lives.

"John Beale stole from the government for more than a decade by telling lies of outlandish proportions," Ronald Machen, the U.S. attorney for the District of Columbia, said in a statement.

The agency's inspector general, Arthur A. Elkins Jr., said that Beale was able to get away with the fraud for so long because of "an absence of even basic internal controls at the EPA."

The EPA did not immediately respond to a request for comment.

According to the statement of offense that he signed, Beale started taking one day a week off from work starting in 2000, and indicated on his EPA electronic calendar he was working at the CIA's Directorate of Operations. He told an EPA manager that he had been assigned to an interagency, special advisory group, and the manager agreed to his request. For 102 days from 2000 to June 2008, Beale took off while claiming to work for the CIA, the court document says.

In 2005, an EPA manager approved a research project that Beale had proposed, despite the fact that it had no internal controls or oversight. From 2005 to 2007, Beale took about five trips to Los Angeles for the project and was reimbursed for $57,000. The statement of offense says that he used the project to have the EPA pay for his personal travel, which included visiting family members in California.

Beginning in June 2008, Beale was a no-show at work for about six months, telling managers and employees he was working on the research project or working for "Langley," where the CIA is based. Then he took off from June 2011 to December 2012 for his claimed CIA work, even after he announced he was retiring from the EPA. In total, he took about 2 ? years off from work.

The $886,000 that Beale agreed to pay back to the government includes the time he took off from work, as well as the travel reimbursement, a retention bonus that was supposed to expire after 2003 but went on through 2013, and a parking space near an EPA building, used for several years and valued at $8,000. Beale got the space by claiming he needed it for medical reasons, saying he had contracted malaria while serving in Vietnam. In fact, he never served in Vietnam and never contracted malaria, according to the statement of offense.

3 ex-soldiers accused of plot to kill DEA agent

NEW YORK (AP) ? Two former American soldiers ? one nicknamed "Rambo" ? and a German ex-soldier were charged Friday with plotting to kill a U.S. drug enforcement agent and an informant after a law enforcement sting interrupted their plans to use five ex-military snipers to protect illegal drug shipments, authorities said.

The charges were announced by prosecutors in Manhattan, where an indictment unsealed in federal court portrayed a trio of ex-soldiers eager to kill for money.

"That's fun, actually for me that's fun. I love this work," one was quoted as saying in court papers. The documents described numerous conversations at meetings outside the United States that were recorded by Drug Enforcement Administration agents building their case with help from confidential sources posing as drug traffickers.

The defendants were charged with conspiracy counts and were held for appearances in U.S. District Court, though it was not immediately clear who would represent them.

"The bone-chilling allegations in today's indictment read like they were ripped from the pages of a Tom Clancy novel," U.S. Attorney Preet Bharara said in a statement. "The charges tell a tale of an international band of mercenary marksmen who enlisted their elite military training to serve as hired guns for evil ends."

The indictment described Joseph Hunter, also known as "Rambo," as a contract killer and leader of the group of ex-snipers.

Hunter recruited several ex-soldiers in late 2012 and early this year to be a security team for drug traffickers, said the indictment. According to the court papers, the DEA's sources promised Hunter at a March meeting in an Asian country that his security team would be protecting thousands of kilos of marijuana and would be seeing "tons of cocaine and millions of dollars."

Audio and video recordings of the meeting show Hunter discussing "bonus jobs" of contract killings, saying the men he had recruited want to do as much "bonus" work as possible, the indictment said.

According to the indictment, Hunter served in the U.S. Army from 1983 to 2004 before becoming a contract killer who successfully arranged several slayings. At one meeting, Hunter was captured on tape describing how he had arranged the killings of real estate agents.

The indictment said a DEA source posing as a drug trafficker in May proposed killing a DEA agent and a boat captain providing information to U.S. law enforcement authorities, saying it was necessary because there was a "leak" within the narcotics trafficking organization.

In an email exchange, Hunter responded: "My guys will handle it. ... Are you talking about both the captain and agent or just the captain?" according to the indictment.

Also charged in the assassination plot were Timothy Vamvakias and Dennis Gogel, a German citizen.

The indictment said Vamvakias served in the U.S. Army from 1991 to 1993 and from 1999 to 2004. He was a sergeant, serving stints in South Korea and later as a military police officer in Puerto Rico.

Gogel was in the German armed forces from 2007 to 2010, attaining the rank of corporal and receiving commendations for his sniper skills, the court papers said. He was deployed for a time in Kosovo.

Two others were arrested on drug charges. Slawomir Soborski, a citizen of Poland, was a member of an elite counter-terrorism unit while serving in the Polish armed forces from 1998 to 2002 and from 2003 to 2011. He later worked as a security contractor in Iraq, Afghanistan, Haiti and elsewhere, court papers said. Michael Filter served in the German armed forces from 2006 to 2009.

To carry out the assassination plot, Vamvakias and Gogel offered ideas and plans, including the need for machine guns, cyanide, a grenade, masks and appropriate weapons, the indictment said.

The court papers said Gogel provided the DEA source with two sophisticated latex facemasks that could make the wearer appear to be of another race. The masks were among items Gogel and Vamvakias brought along when they arrived in an African country on Wednesday planning to carry out the murder-for-hire plot, the indictment said.

China's 1st pilot free trade zone opens

BEIJING (AP) ? Operations formally kicked off Sunday at a new free trade zone in Shanghai that China's government has billed as a major step for financial reforms and economic experimentation, but significant changes look to be years away.

State media reported that a first batch of 25 Chinese and foreign companies were granted licenses to register in the zone.

The China (Shanghai) Pilot Free Trade Zone is a nearly 29-square-kilometer (11-square-mile) district that covers four existing special trade zones in Pudong district, including one at the airport.

China's State Council formally announced rules for the new free trade zone on Friday. They outline goals to upgrade financial services, promote trade and improve governance as well as measures to encourage foreign investment in 18 sectors in the country's tightly regulated service industry.

There are also plans to experiment with the convertibility of China's tightly controlled currency, the yuan, and let market forces rather than regulators set interest rates.

The zone is expected to serve as a laboratory for such financial experiments before they are rolled out elsewhere in China. No timeline was given for any changes, but rules in the zone will be introduced over a three-year period, according to the announcement.

At a ceremony marking its opening, Commerce Minister Gao Hucheng said the government hoped the zone would act as "an experimental field to conduct economic reform" and promote economic development nationwide.

The Shanghai zone has been touted as the most important attempt at economic reform since the establishment of the country's first special economic zone in 1980 in Shenzhen, next door to Hong Kong.

That zone allowed in foreign investment aimed at harnessing cheap labor to build a manufacturing industry that became a driving force in helping China eventually become the world's second-biggest economy.

The government has pledged to open up 18 service industry sectors to foreign investment, including shipping, law and engineering. Foreign-owned performing arts agencies and medical institutions will be allowed.

The sale of video game consoles, which is banned in China, will also be allowed, pending approval from authorities of individual games and systems.

Another initiative will permit foreigners to set up joint venture talent management agencies with local partners.

The rules say the opening-up measures will be applicable to companies that are registered in the zone.

Foreign companies will also be allowed to provide some Internet services, though the official Xinhua News Agency reported before the launch that Internet restrictions would not be lifted, following a report by a Hong Kong newspaper that banned websites such as Facebook would be unblocked inside the zone.

Dai Haibo, deputy secretary general of Shanghai's government and vice-director of the zone's management committee, said it would take three years to determine whether the zone's rules and system were effective.

After three years, the country will build on the experience gleaned from the Shanghai free trade zone and there may be further reform goals, he told a news conference following the official opening ceremony.

Wei Yao, a China economist at Societe Generale, said in a research note that setting up the zone in Shanghai, a city of "great strategic importance," was a clear sign that policymakers wanted to push for fast economic liberalization.

"The framework that is shaping up looks rather promising, although details of most measures are to be put in place over the course of six months to a year," she wrote. "Like all previous economic experiments, this project is going to be a work in progress, subject to constant refinement."

House GOP has no plan to avoid shutdown

After the Senate passed a short-term bill to keep federal agencies funded through mid-November, it sent the measure to the House, just three days before a possible government shutdown.

But the House was done for the day. And House Speaker John Boehner and his leadership team appear to have no plan to avoid the shutdown.

"I think our members still want to fight. What that means, I don't know. I don't know that they know," one senior House GOP leadership aide told CNN.

House Republican leaders huddled on Thursday, but they won't meet to discuss the next steps with their members until Saturday afternoon.

The House had only one series of votes on Friday morning and members trickled out of the Capitol around 11 a.m. and left for the day, more than an hour before the Senate began voting on the spending bill.

In past down-to-the wire showdowns over government funding, there were quiet backroom discussions among party leaders and top aides in the House and Senate to come up with some sort of face-saving compromise. But this time there were no signs those talks were happening.

The one thing Boehner made clear on Thursday was that the House will not accept the Senate version of the spending bill that stripped out the provision that defunds Obamacare.

He indicated the House will add something to the bill and send it back to the Senate, but refused to tip his hand on what exactly that will be.

There is no shortage of opinions, but no signs of any consensus on what the House GOP should do next and just how far it should play out the clock before the midnight deadline on Monday night.

Oklahoma Rep. Tom Cole suggested the House focus on adding one provision to the spending bill that has had some bipartisan support in the Senate -- a repeal of the tax on medical device manufacturers that helps fund part of Obamacare.

Why Stretching Your Feet & Toes is Muy Importante

Lauryn Evarts, fitness blogger, health blogger, and diet blogger talks skinny tips and tricks for weight loss.

Lauryn Evarts, fitness blogger, health blogger, and diet blogger talks skinny tips and tricks for weight loss.

If you know anything about me, you know I love all-natural health practices.

And that?s why I love holistic health practitioner/physical therapist,?Nic Bartolotta.

Quick back story: in my teens I was involved in a car accident that left me lateral whip lash down down the right side of my neck. For years after I aggressively cracked it ( AKA adjusted myself ).

And like, when I say I cracked my neck, I?m talking like balls to the walls-crazy-cracking sounds.

Anyway fast forward a few years?my neck still felt like shit.

But not only did my neck feel like shit- my feet ( << yes FEET! ) were absolutely killing me. Why? I had developed something called?Plantar Fasciitis.

Ya. Fun times, fun times.

Side note: ok, honestly?Plantar Fasciitis sounds way grosser than it really is. Basically it?s a severe, gnarly pain in the arch of the foot. It?s caused by overuse of the foot. Um?ya, I was standing too much.

SO. Then I met Nic and uh, he fixed the pain in my neck & feet.

Ya. That simple. Through resistance stretching ( << a holistic health practice ) & the DCT ProFlex, my neck & feet pain went buh-bye. Immediately. ASAP. Just like that.

Pretty rad, right?

So anyway, I?ve interviewed Nic on my neck pain here, but I wanted to interview him again on foot pain. Feet/toes isn?t exactly a regular topic of convo & you know me, I LOVE to talk about stuff no one talks about ; )!

Ok, so get the deets on the feetsies & toesies below ( << because no one wants those crocked, ugly feet/toes when they?re older? take care of your foundation!!! ):

+ Re-introduce yourself and explain what you do:

Nic Bartolotta: My name is Nic Bartolotta and I?m a licensed Physical Therapist and a Holistic Health Practitioner. Over the past thirteen years I?ve developed a unique system of bodywork & corrective exercise called Dynamic Contraction Technique ( DCT ). Recently I patented a device called the DCT ProFlex that can be used to dramatically increase flexibility and strength of the lower legs and feet. I work with people of all fitness levels and with many different injuries to resolve their problems and achieve levels of performance previously unattainable.

+ What makes this product unique?

NB: There is nothing quite like the DCT ProFlex. The way that the device fastens to your foot allows for full and complete range of motion of your ankle and the length of the device provides the leverage needed to actively stretch all the muscle & fascia of your lower leg and foot.

+ Why is it important to stretch your toes and feet? I mean, most people would think this is weird ( << after doing this though, I?m addicted!).

NB: Our feet are the foundation of our bodies! If your feet are out of alignment then your entire body will be out of position causing problems as far away from your feet as your shoulder or even your neck. Aside from affecting your posture, tension in your feet and toes can cause severe pain in the bottom of your feet called ?Plantar Fasciitis.? This is a situation where the bottom of your foot gets so short and tight that every time you wake up and take your first step in the morning it tears and then swells up. It can be nagging and take forever to heal. With the ProFlex you can very quickly lengthen the fascia on the bottom of your feet and resolve the root cause of the problem.

Lauryn Evarts, fitness blogger, health blogger, and diet blogger talks skinny tips and tricks for weight loss.

+ What else can this tool help with?

NB: The ProFlex can immediately remove tension that has taken years to form in the body. The way it does this is by using the principals of DCT which use resistance to actively pull the tension out of your muscles. All you have to do is use the leverage that the ProFlex provides to overpower your own muscles contraction and pull it into an active stretch. This type of ?resistance stretching??is the most effective form of stretching because it builds strength & range of motion at the same time. Which means you can become more flexible and correct your posture simultaneously! It?s like yoga & Pilates combined only it works faster and the results last longer!

+ If someone is interested in learning more about the DCT Proflex, what should they do?

NB: We?re currently doing an amazing experiment with something called crowdfunding where we are building awareness around the product to spread a message about the importance of preventative health care & proactive wellness programs. We believe that the ProFlex gives people an opportunity to learn how to take care of themselves & avoid serious injuries in the future.

All we?re asking is for people to take a moment to check out our campaign video. If it makes sense to either contribute or just simply share it with someone you think might benefit from the product, then please do so. You can find more information here.

Lastly, if you?re in the LA area we are having a campaign launch party hosted by House of Fitness & sponsored by Suja Juice tomorrow Saturday, September 28th to celebrate the DCT ProFlex. The event runs from 12 pm-4 pm and we?ll be raffling off some great prizes, such as free DCT sessions, a month gym membership, & a three day Suja Juice cleanse! Location: 4130 Sepulveda Blvd., Suite E, Los Angeles, CA. 90045.

+ Nic works in Los Angeles & San Diego. To book an appointment with him, e-mail: Nic@HarmonixHealth.com. Mention TSConf for $50 dollars off your first session.

Oneida venue gives couple battling brain tumor free wedding

Since March of 2011, Scott Bailey has been battling a rare brain tumor called a pituitary gland tumor. The illness forced him out of work and has made a wedding with his fianc? seem impossible. But an Oneida wedding venue is making their dream a reality. Our Candace Hopkins was there Friday as the couple learned their entire wedding will be completely free.

ONEIDA, N.Y. --"As of right now, everything that is listed on here, has been completely donated for your wedding, one hundred percent, your wedding is right here, if that's okay."

It all started with a letter to the owner of Wolf Oak Acres, asking for help for Scott Bailey and Ashley Hacker. The couple is engaged, but couldn't afford a wedding. After Bailey was diagnosed with a brain tumor, he had to stop working and with two young children to care for, the couple couldn't come up with the money. That's when Katrina Blanchard stepped in. She decided to provide her venue for free and went to Facebook to ask for everything else needed for the event. The response was overwhelming.

"I was bawling last week, I was absolutely bawling, I kept getting all these emails, these phone calls, all these Facebook posts, people just coming out of nowhere. I've never even heard of these people, offering to donate their services, their goods, their time," said Wolf Oak Acres owner Katrina Blanchard.

After the couple heard the news, there were a few tears and a stunned silence. Various vendors and individuals had pledged to give everything they need for the big day, a cake, photographer, invitations and more. Even a wedding dress. Neither could believe it.

"It was very shocking, to have someone tell you everything is free for your wedding, that you don't have pay for anything, a wedding dress and everything, it's unbelievable," said Ashley Hacker.

"I couldn't believe it, just in shock, we were trying to figure out how we were going to get the money to have the wedding she wants, we were happy with something small, but, still speechless,", said Bailey.

The couple had only been together a short time when they learned about Bailey's tumor, but they were determined to stay together.

"It's been a very long journey, being there for each other, it's been hard. We're there for each other," said Hacker.

Now the couple is planning forever together, thanks to the help of some very generous people. Friday was Hacker's birthday. She, of course, says getting a wedding is one of the best presents ever. The only thing left the couple stills needs are wedding bands. The event is scheduled for June 29th.

If you would like to help out with the wedding or donate the wedding bands for the couple, you can contact Wolf Oak Acres at (315) 762-3090 or visit www.wolfoakacres.com.
