Zaheer Khan out of second Test (AFP)

NOTTINGHAM, England (AFP) ? India fast bowler Zaheer Khan has been ruled out of the second Test against England at Trent Bridge with a hamstring injury, captain Mahendra Singh Dhoni said Thursday.

Left-arm quick Zaheer broke down in the first Test at Lord's, which India lost by 196 runs, after taking two wickets for 18 runs in 13.3 first innings overs and didn't bowl again in the match.

The 32-year-old was instrumental in India's seven-wicket win in the corresponding Trent Bridge Test against England four years ago, taking nine wickets for 134 runs in the match.

Now his place is set to go to either fast bowler Shanthakumaran Sreesanth or seamer Munaf Patel.

"I think he is ruled out of this game," Dhoni speaking to reporters at Trent Bridge on Thursday, the day before the second Test starts, said of Zaheer.

"It's always good to have him in the side because he is our most experienced bowler, especially when it comes to England, he has played a lot of cricket over here for counties and the last time India were here (in 2007) he bowled really well.

"It's a bit disappointing not to have him for selection in the first XI but it is something that is beyond our control and it gives a chance to the other bowlers to prove their mettle when it comes to international cricket."

Dhoni added: "Overall it's a win-win situation for the Indian team because we can't really sit and say Zaheer is not there. We have to look at the positive, which is some of the other bowlers will get to have a look at international cricket."

Wicketkeeper-batsman Dhoni, who refused to divulge the identity of Zaheer's replacement at Trent Bridge, said he hoped India's spearhead would be fit in time for the third Test of this four-match series, starting at Edgbaston on August 10.

"We are expecting that. He started light training yesterday (Wednesday) but again it is something we can't 100 percent be sure about but most likely it seems he will."

India also have a doubt over opening batsman Gautam Gambhir, who suffered an elbow injury when hit fielding at short leg at Lord's.

"We'll give him some time, and see how he goes through the net sessions today (Thursday)," Dhoni said of Gambhir.

"He's the only person who can judge the right amount of pain he can go through and still be able to perform."

Dhoni, asked if Gambhir was doubtful for the second Test, replied: "As of now, yes."

If he were ruled out Rahul Dravid, as happened in the second innings at Lord's, would be promoted to open the innings with Yuvraj Singh in line to take Gambhir's place in the team.

WASHINGTON ? In a rare defeat for Republican leadership, the House has backed a Democratic proposal allowing the Interior Department to continue adding new species to the Endangered Species Act.

A spending bill backed by GOP leaders would have only allowed species to be removed from the endangered list, rather than added. Republicans said the current program encourages lawsuits from advocacy groups that seek to have species listed as threatened or endangered, costing the government tens of millions of dollars.

Thirty-seven Republicans joined 187 Democrats Wednesday to reject the GOP. Rep. Norm Dicks of Washington state, who sponsored the amendment, called the GOP bill an overreach motivated by ideology, not deficit reduction. He said the measure had little chance of approval in the Democratic-controlled Senate.

World Class athletes and horses from the four disciplines will need to be primed to deliver to the very best of their ability if they are to take on - and beat - the rest of the world.

The wheels are already in motion, according to Equestrian Performance Director Will Connell, who says: ?May through to July is perhaps the most intensive period of competition that we have in equestrian sport and it leads on to the European Championships. We have had some very exciting results this year across all the disciplines, which bodes well for the future. However, with horses, things can change very quickly and our focus for this year is to build as much strength as possible ahead of London 2012.?

The World Class Programme, which supports the Olympic and Paralympic equestrian sports, is generously supported by Lottery and Exchequer funding via UK Sport. The Programme works closely with the three BEF Olympic Member Bodies, British Dressage, British Eventing and British Showjumping.

Britain?s dressage riders are likely to be strong candidates for Olympic medals having won three silver medals at last year?s World Equestrian Games. Dressage Team Captain Richard Davison says: ?Our focus is on increasing the numbers of potential Olympic athletes in the squad and strengthening their performance. The performance squad have identified themselves as having Olympic potential on their past results and what we?re doing now is planning, so that the horses peak at the optimum time for the Games. For some, this will include the upcoming European Championships in Rotterdam, The Netherlands from 18-21 August, while for others this may include CDI3* competitions this autumn.?

Britain?s Para Equestrian Dressage riders enjoyed a gold rush at the Hong Kong Olympics, taking home three gold medals. David Hunter, their World Class Performance Manager, believes Team GB can repeat its performance.

IMF chief warns of global dangers of US default (AFP)

WASHINGTON (AFP) ? IMF chief Christine Lagarde warned Tuesday the clock was ticking on a US debt deal, as the dollar slid to new lows amid concerns of a looming and unprecedented default by the world's top economy.

With a week to go before the United States hits an August 2 deadline when the government runs out of funds to pay its bills, Congress remained deeply divided on raising the $14.3 trillion debt ceiling.

In a solemn late night address to the nation on Monday, Democratic President Barack Obama hit out at what he called a "dangerous game" being played by rival Republicans.

"We can't allow the American people to become collateral damage to Washington's political warfare," Obama said, warning of a "deep economic crisis" if the United States, still emerging from recession, defaults.

But Republican House Speaker John Boehner Tuesday insisted: "We have a bill that is a reasonable approach -- we've negotiated with the Senate leadership -- that really is common sense."

Republicans have said they will only agree to raising the debt limit if there are accompanying measures to rein in the ballooning US deficit.

Obama has agreed to a raft of deep spending cuts, but Republicans emboldened by newly elected arch-conservative Tea Party lawmakers have refused his demand for matching revenue increases to be imposed on the rich and big corporations.

Lagarde, the new head of the International Monetary Fund, waded into the debate Tuesday urging the two sides to find a compromise.

"The clock is irremediably ticking, and people really have to find a solution," she said in New York.

She warned a default "would be a very, very, very serious event. Not for the United States alone, but for the global economy at large."

According to the IMF, US public debt will reach 99 percent of its GDP in 2011 and 103 percent in 2012.

World markets wobbled again as global fears spread of no end to the stalemate before next Tuesday's deadline.

US stocks fell, with the Dow Jones Industrial Average down 64 points (0.52 percent) at midday.

European equities also dropped while the dollar slid against the euro and yen, hitting an all-time low against the safe-haven Swiss franc.

"The foreign exchange market seems to be losing faith that the US Congress will reach an agreement... This has caused a sell-off in the dollar across the board," said Kathleen Brooks, an analyst at trading group Forex.com.

Boehner has proposed a two-step plan with debt increases first to February or March 2012, and later to 2013.

And Republican House Majority Leader Eric Cantor called on the party "to stop grumbling and whining and to come together as conservatives and rally behind the speaker and call the president's bluff," a Republican source said.

But Obama has rejected the idea of a temporary debt limit increase, arguing it would leave the underlying problem unresolved and risk repeating the current crisis in six months' time.

Obama has warned of "Armageddon" if the United States defaults on its debt repayments for the first time in history, which could see the US lose its coveted AAA debt rating status and plunge the global economy back into turmoil.

Washington hit its debt ceiling on May 16 but has used spending and accounting adjustments, as well as higher-than-expected tax receipts, to continue operating normally.

The United States, still recovering from the 2008 recession with unemployment hovering around 9.2 percent, would be faced with tough choices -- meeting either its debt obligations, or reneging on government checks to the poorest, most vulnerable Americans.

The political stakes are also high ahead of the November 2012 elections, and Obama appealed to Americans to "make your voice heard" to members of Congress.

Reports suggested many had heeded the call and that some congressional websites had crashed and the Congress switchboard was flooded with calls.

There are signs the standoff is exacting a political toll on both the president and Republicans ahead of next year's White House race.

Washington Post/ABC television poll showed weakening support for Obama's economic agenda, and found the percentage of people who said he has made the economy worse has jumped six points since October to 37 percent.

But about as many people blamed Republican policies with 65 percent disapproving of the GOP's handling of jobs compared to 52 percent for the president.

Hollywood studios win UK case to block pirate site (AP)

LONDON ? Hollywood film studios have won a court case in Britain blocking access to a website accused of flagrant infringement of copyright.

Justice Richard Arnold announced Thursday that he would issue an order which would compel BT PLC, the country's largest Internet service provider, to block access to the Newzbin2 website. The precise wording of the order will be subject to a further hearing in October.

The order was sought by six studios including Twentieth Century Fox, Paramount Pictures Corporation and Disney Enterprises. They were supported by recorded music, video gaming and publishing organizations.

Chris Marcich, European president of the Motion Picture Association, described Newzbin as a "a notorious pirate website which makes hundreds of thousands of copyrighted products available without permission and with no regard for the law."

The judge noted that the studios considered this to be a test case, and that if they won an order they would take similar action against other Internet service providers in the United Kingdom.

"Today's result is an important victory in the battle against a commercial pirate site which refused to operate within the law," said veteran film producer David Puttnam, who is president of the Film Distributors' Association.

BT described the judge's ruling as a "helpful" decision that provides clarity on the issues. "It clearly shows that rights holders need to prove their claims and convince a judge to make a court order," the company said.

The studios had won an injunction last year against Newzbin Ltd. to halt further infringement of copyrights.

Justice Arnold noted that the Newzbin1 site closed down, quickly succeeded by a new site at the same location.

"The operators of the Newzbin2 website are unknown, but the operation appears to have moved offshore. It is thus effectively beyond the reach of this court," the judge said.

Lift "cloud of default" from economy: Geithner (Reuters)

"The impact on the U.S. financial system of events in Europe depends on how the peripheral European sovereign debt crisis evolves and on the resilience of U.S. financial institutions and markets," the report said.

It said U.S. regulators were carefully monitoring potential risks that could arise from Europe's debt woes.

Geithner chairs the FSOC, whose membership includes Federal Reserve Chairman Ben Bernanke and heads of other key regulatory agencies, including the Securities and Exchange Commission and the Commodity Futures Trading Commission, who meet periodically to assess conditions in financial markets.

An important part of the council's function is to make recommendations to bolster U.S. financial institutions' ability to withstand stress, and the report contained a number of them, although few specifics were provided.

It recommended setting up national mortgage servicing standards and finding alternatives to flat-fee payments for servicers -- a bid to encourage banks to negotiate more readily with financially stressed mortgage holders.

The report said the council also will examine how to strengthen money-market mutual funds, possibly by establishing mandatory floating net asset values for them. Their net asset values are currently fixed at $1 per fund share.

One of the oversight council's most significant powers is its ability to declare certain banks or other financial institutions as "systemically important," meaning that a failure by them might topple the system into crisis.

Banks or other firms that are put in this category become subject to increased supervision.

A senior Treasury official, briefing reporters on the FSOC report, refused to say when the council will release more guidance on how it will decide which firms may be designated as systemically important.

Regulators had hoped to release a package of proposed rules this summer, and the new standards are required by the Dodd-Frank law to be in place by January 2012.

But the official said it was "more important to get it done right than get it done quickly" in setting out its standards for how systemically important firms will be selected.

Jonah Shacknai Hires PR Firm as Police Probe Death of Rebecca Nalepa

While two deaths at his Coronado, Ca., mansion are still under investigation, Jonah Shacknai has hired a high-profile public relations agency, reports say.

Shacknai hired Sitrick and Company, a powerful PR firm out of L.A.

His six-year-old son Max suffered a fatal fall down the stairs last week, just two days before Jonah's girlfriend Rebecca Nalepa was found dead.

Coronado police have ruled the boy's death a tragic accident. The death of Rebecca Nalepa, also known as Rebecca Zahau, is a bigger mystery.

She was found hanging naked from a courtyard balcony of the same home. Police investigators cannot say if the case is a homicide or suicide.

The homicide unit awaits results from forensic evidence and toxicology tests. A search warrant was served but it's not clear what was found.

Among other things, investigators are interviewing anyone who might have spoken to Nalepa in the hours and days before her death.

Investigators have found no connection between the two deaths.

In the Nalepa investigation, department officials said, "We will go wherever the evidence takes us and will investigate however long it takes to make sure we get the facts right for Rebecca, her family and the public."

Philadelphia's Catholic cardinal retires amid scandal (Reuters)

PHILADELPHIA (Reuters) ? The Vatican said on Tuesday it had accepted the resignation of Cardinal Justin Rigali, whose leadership of Philadelphia's Roman Catholic archdiocese has been tainted by a scandal over sexual misconduct by priests.

The archdiocese, the sixth largest in the United States with 1.5 million Catholics, has been under fire over accusations it concealed the sexual abuse of children by priests to try to avoid a costly scandal.

The Vatican said in a statement it had accepted the resignation of Rigali, 76, but made no direct comment on the affair. The Vatican said the Archbishop of Denver, Charles Chaput, had been named as his successor.

The Catholic Church has been rocked by a series of sexual abuse cover-up scandals in both Europe and the United States in recent years.

Rigali, archbishop in Philadelphia since 2003, has been struggling to contain the pedophilia scandal in the wake of a Philadelphia grand jury report issued at the beginning of this year. Three priests, a monsignor and a church teacher were indicted as a result of the report.

"We would have assumed," said the grand jury in a report, "by the year 2011, after all the revelations both here and around the world, that the church would not risk its youth by leaving them in the presence of priests subject to substantial evidence of abuse. That is not the case."

The grand jury said that it found 37 such priests who had been kept in assignments that exposed them to children.

Of that number, 21 were suspended after the report, and three more were placed on administrative leave.

Chaput had served as Denver's archbishop since 1997. Chaput is an American Indian who follows two Italian-Americans who have led the Philadelphia archdiocese for decades.
