WHAT MAKES IT DIFFICULT TO SELECT WINNERS?

Many scientific discoveries are group efforts but a Nobel Prize can be shared by no more than three people, according to the Nobel statutes. So deciding who has made the most significant contribution can be difficult.

Many outside experts had speculated that Higgs and Englert would win this year's prize, but some had thought the committee would also include someone from the CERN laboratory in Geneva. That's where the particle that Higgs and Englert had predicted in their theories was actually discovered last year. The problem was that thousands of scientists were involved in those CERN experiments.

Nobel Prizes can be given to organizations instead of people ? the Nobel Peace Prize committee does it a lot ? but it's never been done for any of the science awards. Academy officials wouldn't say why they left out CERN or its scientists, sticking to their tradition of only talking about those who won.

At least for the next 50 years.

EGYPT: Ousted President Morsi to stand trial

Egypt's ousted President Mohammed Morsi is to go on trial on November 4, on charges of inciting murder and?violence.

The charges relate to the deaths of at least seven people during clashes between opposition protesters and Muslim Brotherhood supporters outside a presidential palace in Cairo last year.

Morsi will stand trial with 14 other senior figures from the Brotherhood.

He has been detained at a secret location since being deposed on July 3.

Hundreds of people demanding his reinstatement ? mostly Brotherhood supporters ? have since been killed in clashes with security forces.

More than 50 died at protests held in several cities on Sunday.

U.S. mortgage applications edge up on more refinancing: MBA

(Reuters) - Applications for U.S. home loans rose in the latest week as demand for refinancing outpaced purchases, data from an industry group showed on Wednesday.

The Mortgage Bankers Association said its seasonally adjusted index of mortgage application activity, which includes both refinancing and home purchase demand, rose 1.3 percent in the week ended October 4.

That follows a dip of 0.4 percent in the week ended September 27.

The figures come as a U.S. federal government shutdown has cast a spotlight on fiscal policy, with some economists worrying that the stalemate in Congress could drag on the economy.

MBA data showed 30-year mortgage rates slipped 7 basis points to 4.42 percent, after in September matching the 4.8 percent high for 2013.

The refinancing index gained 2.5 percent after recently hitting the lowest level since June 2009. The index is now at its highest since early August.

The mortgage survey covers over 75 percent of U.S. retail residential mortgage applications, according to MBA.

Insight: Saudis brace for 'nightmare' of U.S.-Iran rapprochement

RIYADH (Reuters) - When Saudi Arabia's veteran foreign minister, Prince Saud al-Faisal, made no annual address to the United Nations General Assembly last week for the first time ever, his unspoken message could hardly have been louder.

For most countries, refusing to give a scheduled speech would count as little more than a diplomatic slap on the wrist, but for staid Saudi Arabia, which prefers back-room politicking to the public arena, it was uncharacteristically forthright.

Engaged in what they see as a life-and-death struggle for the future of the Middle East with arch-rival Iran, Saudi rulers are furious that the international body has taken no action over Syria, where they and Tehran back opposing sides.

Unlike in years past, they are not only angry with permanent Security Council members China and Russia, however, but with the United States, which they believe has repeatedly let down its Arab friends with policies they see as both weak and naive.

Like Washington's other main Middle Eastern ally, Israel, the Saudis fear that President Barack Obama has in the process allowed mutual enemies to gain an upper hand.

The alliance between the United States, the biggest economy and most powerful democracy, and Saudi Arabia, the Islamic monarchy that dominates oil supplies, is not about to break.

But, as happened 40 years ago next week when an OPEC oil embargo punished U.S. war support for Israel, Riyadh is willing - albeit without touching energy supplies - to defy Washington in defense of its regional interests. The two have been at odds over Egypt since the Arab Spring, and increasingly so on Syria, where Saudi Arabia could now do more to arm Sunni Muslim rebels.

The real focus of Saudi anger is the Shi'ite Muslim clerics who have preached Islamic revolution since coming to power in Tehran 34 years ago, and whose hands Riyadh sees orchestrating political foes in half a dozen Arab countries.

Already aghast at U.S. reluctance to back rebels fighting Syrian President Bashar al-Assad, Tehran's strongest Arab friend, Saudi princes were horrified to see Washington reaching out to Hassan Rouhani, the new Iranian president, last month.

"The Saudis' worst nightmare would be the administration striking a grand bargain with Iran," said former diplomat Robert Jordan, who was U.S. ambassador to Riyadh from 2001 to 2003.

Although any meaningful U.S.-Iranian rapprochement looks distant, Obama telephoned Rouhani, an emollient self-described moderate, during the United Nations General Assembly.

The Saudis now fear Obama may be tempted to thaw ties with Tehran by striking a deal to allow inspections of its atomic sites in return for allowing Iranian allies to go on dominating Arab countries such as Lebanon, Syria and Iraq. That such a bargain has never been publicly mooted from within the Obama administration has not stopped Saudis voicing their concerns.

"I am afraid in case there is something hidden," said Abdullah al-Askar, chairman of the foreign affairs committee in Saudi Arabia's advisory parliament, the Shoura Council. "If America and Iran reach an understanding it may be at the cost of the Arab world and the Gulf states, particularly Saudi Arabia."

Askar stressed he was not privy to government thinking on the issue and was speaking in a purely personal capacity.

EMBOLDENED KINGDOM

In a rare appearance, King Abdullah, who is aged about 90, was shown on state television on Monday meeting Egypt's visiting military-backed interim head of state, Adly Mansour.

His words, carried prominently in Saudi media on Tuesday, were a forceful condemnation of the "terrorism, delusion and sedition" of Egypt's Muslim Brotherhood, which was ousted from government by the armed forces in July after street protests.

That even these comments conveyed a clear subtext of Saudi-U.S. friction showed how far the two allies' differences extend today on issues across the Middle East.

It was Obama's decision not to back Egyptian military strongman Hosni Mubarak against mass protests in early 2011 that first infuriated the Saudi royals, inspiring in them a sense of betrayal as they saw a mutual friend abandoned by Washington.

The American president's willingness to work with Mohamed Mursi, the Muslim Brotherhood figure elected Egypt's president last year, further vexed the Saudis, who see the organization as a direct threat to their dynastic rule.

The kingdom, founded on the traditionalist Wahhabi school of Islam, was critical of U.S. support for the rule of the modern Islamists of the Brotherhood in Egypt and privately contemptuous of Washington's qualms about July's military takeover in Cairo.

When U.S. politicians suggested cutting aid to Egypt after Mursi was ousted, Riyadh offered to make up for any lost funds, undermining American Middle East policy and signaling it was prepared to go its own way. U.S. aid may be cut but since July, Saudi Arabia has given $5 billion, three times as much as Washington's annual contribution.

"Usually the Saudis will not make any decision against U.S. advice or interests. I think we're past this stage. If it isn't in our interests, we feel no necessity to bow to their wishes," said Mustafa Alani, an Iraqi analyst at the Gulf Research Centre in Jeddah with close ties to the Saudi security establishment.

Alani recited a litany of Saudi complaints, from Obama's failure to press Israel to end settlement building in the West Bank to his support for Arab Spring revolutions that toppled Egyptian and Tunisian autocrats who had supported U.S. policy.

But, like many prominent Saudis, he was most concerned by Obama's approach to the crisis in Syria, a conflict viewed in the kingdom as a defining battle for Middle East supremacy between pro-Western leaders and non-Arab Iran.

For more than a year, Saudi officials have pleaded with Washington to enter the conflict, either with direct air strikes or the imposition of a no-fly zone, or by giving significant military aid to the mainly Sunni rebels.

When hundreds of civilians died in a chemical weapons attack in August, the Saudis were convinced this breach of a "red line" Obama had set last year would, finally, force tough U.S. action.

The subsequent Russian-brokered deal to dismantle Assad's chemical weapons and thus avert air strikes was a bitter blow for Riyadh, whose main strategy in Syria had been to coax its American ally into the war.

GOING SOFT

That fractious backdrop explains the worry senior Saudis felt at Obama's flirtation with Rouhani in New York last month.

After years of counseling their closest foreign friends to beware Iran's rulers, describing them as "unstable", "meddling", "the head of the snake", in various diplomatic cables released by Wikileaks, they fear their advice is going unheeded.

For Saudi Arabia, the stakes seem high. Regional rivalry with Iran has played out with increasing venom.

The two see themselves as representatives of opposing visions of Islam: the Saudis as guardians of Mecca and conservative Sunni hierarchy, and the Shi'ite Iranians as the vanguard of an Islamic revolution in support of the downtrodden.

Over the past decade the Saudis have watched with alarm as Iran's allies among the Arabs have grown in strength, dominating politics in Lebanon and Iraq and staging rebellions in Bahrain and Yemen in a move that seems to encircle Saudi Arabia.

They also fear Tehran is taking direct action against the kingdom itself: fomenting unrest among its Shi'ite minority; plotting to assassinate its envoy in Washington; and planting a spy ring in the country. Tehran has denied all those claims.

"If the U.S. is really soft on Iran and letting Iran's friends win in Syria, what conclusions will Gulf governments draw?" one senior diplomat in the Gulf said some weeks ago.

The Saudis were concerned "about an eventual possible deal between Washington and Iran", he added, saying: "They will see what happens in Syria as a sign of that."

For Riyadh, Obama's acceptance of the U.N. chemical weapons deal with Damascus signaled the U.S. had indeed gone soft.

"It's not about the principle of Iran negotiating with the U.S. We know this will happen sooner or later," said Alani.

"But it's coming at the wrong time, when this president has already been tested by the Iranians and Russians and proved he cannot stand up for his principles or protect our interests."

SHARED INTERESTS

When the then secretary of state Hillary Clinton prepared to visit Riyadh for the first time in February 2009, Washington's ambassador Ford Fraker prepared a memo outlining the strong state of the relationship. It was later released by Wikileaks.

Describing the ruling al-Saud dynasty as a family that had "within living memory created a new state and then named it for themselves", he enumerated the shared common ground, from energy policy to fighting al Qaeda, that bound Riyadh to Washington.

"Their interests are, to a surprising degree, aligned with our own," he concluded.

Former diplomats in Saudi Arabia argue that whatever the bumps in the road, that situation remains largely unchanged.

"The Saudis are very skilful politicians. They wouldn't be in power otherwise," said one who argued Washington would heed Saudi concerns. "Most American administrations, Republican or Democrat, listen to the Saudis and their advice on many things, including the Iranians - who they can trust and who they can't."

Yet the example of Saudi Arabia's divergence from the U.S. line on Egypt suggests the kingdom may now be inclined to push against U.S. policy in other areas, particularly on Syria.

Next Wednesday marks the 40th anniversary of the Arab oil embargo, when Gulf exporters blocked energy sales to penalize U.S. support for Israel against the Arabs in the Yom Kippur War.

Today, the importance of steady oil supplies is one area where Washington and Riyadh are fully in sync, but Saudi Arabia might be prepared to push its own interests in other ways.

Several analysts and diplomats in the Gulf said the United States had pressed Riyadh not to deliver "game-changing" weapons such as surface-to-air missiles to Syrian rebels, fearing they would fall into the hands of the Islamist militants.

Alani said that was one area where Saudi rulers may consider going their own way, particularly, he noted, as minor divisions within the family over how far to trust Obama had receded.

"There's not even one senior prince sympathizing with him any more," he said. "They think he has lost his head."

How far such a move would alter the balance of the conflict in Syria is unclear. But it could spell a renegotiation of the U.S.-Saudi relationship, one of the most enduring in the Middle East, said former U.S. ambassador Jordan. The two may now become less willing to heed each other's concerns on other issues.

Civil Service FC and Polytechnic FC, both from Chiswick in west London, were set to face off on a pitch specially prepared by a team led by the head groundsman from Wembley Stadium, Tony Stones.

Civil Service are the sole surviving football club from the 11 teams who founded the FA in a public house in central London in 1863 and later drafted the game's 13 original laws. Polytechnic were formed in 1875.

"At its best, football is a powerful force for good in society. It binds people from different backgrounds, communities, faiths and abilities -- and gives them a common interest, a unifying identity," William said.

"I believe over its 150 years, football has remained a wonderful example of the power of community and of our ability to come together to organise and to enjoy a simple pastime."

Paying tribute to the volunteers present, he added: "Reading through your citations, I don't think any of you realise quite how impressive what you do is.

(AP) ? On a night of desperation, dispute and finally, delirium, Max Scherzer and the Detroit Tigers kept their season alive by the slimmest of margins.

A tying home run, helped along by a couple of fans in right field.

A full-count pitch with the bases loaded that was low and inside but became strike three when the batter swung.

A line drive down the line with the bases still full ? foul by a few feet.

During a relief outing to remember, Scherzer escaped a major jam one inning after two fans reached out to try to reel in Victor Martinez's disputed home run, and the Tigers rallied past the Oakland Athletics 8-6 on Tuesday to force a decisive fifth game in their AL division series.

Scherzer was in line to start Game 5, but the 21-game winner came on Tuesday instead for his first relief appearance since the 2011 postseason. He wriggled out of a bases-loaded, none-out jam in the eighth inning and got the win.

"We took our best shot and we had to because we were behind the 8-ball a little bit," Tigers manager Jim Leyland said. "We took that shot and, hey, both teams are going to have a good pitcher going two days from now."

After avoiding elimination, the Tigers can now send Justin Verlander to the mound Thursday night in Oakland. Verlander shut out the A's at the Coliseum in Game 5 of the division series last year.

Oakland hasn't announced a starter for Thursday. It is Bartolo Colon's turn in the postseason rotation, but rookie Sonny Gray could also come back on normal rest after a brilliant performance in Game 2.

"We haven't decided anything yet," manager Bob Melvin said.

Playing catch-up most of the way in Game 4, the Tigers tied it first with Jhonny Peralta's three-run homer in the fifth and then on Martinez's solo shot in the seventh. A couple of fans attempted to catch Martinez's drive, and at least one of them bobbled the ball as he reached over the railing above the wall.

That prevented right fielder Josh Reddick from having any chance at a leaping grab. Reddick and center fielder Coco Crisp immediately protested, pointing up at the stands in the hope of a fan-interference call. But umpires upheld the home run after a replay review.

"I have no doubt I was going to catch that ball. When I looked at the replay, that's what I thought," Reddick said. "It's totally frustrating that a fan can influence the game."

Gary Darling, the crew chief, was umpiring in right field. He disagreed, even after the replay.

"It was clear he was not going to catch the ball, so it was clearly going to be a home run," Darling said. "There wasn't any other evidence on replay to turn it another way."

Scherzer came out of the bullpen in the seventh and gave up a run, then ran into trouble again in the eighth. With the Tigers ahead 5-4, he allowed a walk and a double to start the inning. But after an intentional walk to load the bases, Leyland left his ace on the mound.

Scherzer struck out Reddick, who swung and missed at what would have been ball four on a low, inside pitch. Stephen Vogt struck out too, but pinch-hitter Alberto Callaspo's line drive to left nearly fell in before landing foul.

Callaspo eventually lined out to center.

"It was surreal," said Scherzer, the winning pitcher in both Detroit victories this series. "Maybe it's not the ninth inning, but that's the stuff you dream about pitching ? bases loaded, eighth inning, no outs, and I was able to do it."

Detroit, held hitless through four innings in a game of twists and turns, added three runs in the eighth on a wild pitch and a two-run double by Omar Infante that made it 8-4.

Yoenis Cespedes hit a two-run single in the ninth, bringing the potential tying run to the plate, but Joaquin Benoit struck out Seth Smith to end it.

Crisp had four hits and three runs for the A's, who led 3-0 and 4-3 but couldn't close out the defending American League champions. The Oakland bullpen hadn't allowed a run all series until Tuesday.

After Crisp put the A's ahead 4-3 with an RBI single off Scherzer in the seventh, Martinez lifted a fly to right against reliever Sean Doolittle. It would have been an extremely difficult catch for Reddick, and it looked as though the ball might have cleared the wall even without the fans' involvement.

It was certainly an anxious wait while umpires reviewed the play, which brought back memories of Derek Jeter's fan-aided homer against Baltimore in the 1996 AL championship series at Yankee Stadium.

Peralta followed with a double, and Austin Jackson ? who was 1 for 14 with 10 strikeouts in the series to that point ? managed a broken-bat single to put the Tigers ahead 5-4.

It appeared Detroit was in big trouble in the eighth, but Scherzer was able to protect the one-run lead, and the Tigers eventually added to it.

Detroit starter Doug Fister allowed three runs and seven hits in six innings before being relieved by Scherzer, who came back on three days' rest after his victory in Game 1.

Oakland took the series lead with a win in Game 3, and Crisp's leadoff triple Tuesday put the Tigers on their heels again. Detroit brought the infield in ? a sign that even one run could be vital ? and Crisp scored on Jed Lowrie's one-out single, putting immediate pressure on the Tigers' slumbering offense.

It appeared the Athletics were on their way to the ALCS when Lowrie's two-run homer in the fifth gave Oakland a three-run lead. With slugger Miguel Cabrera still hobbled by injuries, A's rookie Dan Straily held the Tigers hitless until the fifth.

But after a bloop single by Prince Fielder, Martinez grounded a base hit to right. Peralta, who moved from shortstop to left field after returning from his late-season drug suspension, lined one over the wall in left, finally bringing the Comerica Park fans to life.

NOTES: Cabrera hit a sixth-inning single. He's reached base safely in all 28 of his postseason games with the Tigers. ... Detroit had gone seven games without a homer. ... Peralta's homer was the first extra-base hit allowed by Straily since Sept. 7, according to STATS.

Now that the iPhone 5S has been released into the wild with its new gold and gray backings, Apple is starting to think that they just might want to carry these new color schemes, and the fingerprint sensor, over to the iPad 5 and iPad Mini 2.

New pictures that have surfaced over the interwebs gives us hints that the iPad 5 and iPad Mini 2 tablets will pack Touch ID fingerprint sensor and will arrive in various colour options. These leaked photos of iPad 5 and iPad Mini 2 have come from various sources around the net in the last few days, and show what possible features that consumers will see on the tablets' release date.

The photos started on the Chinese website Pad Zol. The site published some photos of what looks like a gold iPad Mini. The Web site also posted photos of a device with Touch ID fingerprint sensor, which was also included in the new iPhone 5S.

These leaked images were then followed up by images from Australian teenager Sonny Dickson. Dickson received fame as most of the information that he releases is accurate. The released photos from Dickson show a "space gray" version of the rumoured iPad Mini 2. Dickson also revealed photos of the full-fledged iPad 5 featuring the conventional silver color.

We should be expecting these rumors, leaked photos and other news surrounding the iPad 5 and iPad Mini 2 as rumours, sparked by French Web site MacGeneration, claim that iPad 5 and iPad Mini 2 release date will take place on Oct. 15 alongside other Apple products - OS X Mavericks and MacBook Pro 2013.

Will it happen? Will we see more new Apple products this year in the fourth quarter. History does suggest that we will. First the new generation of iPhones being followed up by new iPads? And gold ones at that? How will be survive until Oct. 15th!

Golf tournament this week will help pay for WWII veterans visit to DC

NEWPORT NEWS - The Honor Flight Historic Triangle Virginia will host a fundraising golf tournament at the Newport News Golf Course on October 11.

Proceeeds from this first annual Killroy Klassic will support Honor Flight, which transports WWII veterans from the Hampton Roads area to Washington D.C to visit the National WWII Memorial dedicated in their honor.

The next trip is scheduled for October 19. Organizers say that trip will go on, despite the government shutdown. ? The Memorial is part of the National Park Service. ?Honor Flight hopes the budget issue will be resolved by that time.

(AP) ? The Supreme Court is opening for business in the midst of a partial government shutdown.

The justices take the bench Monday for the start of their new term with important cases about campaign contributions, housing discrimination, government-sanctioned prayer and the president's recess appointments already on tap. Abortion, contraceptive coverage under the new health care law and cellphone privacy also may find their way onto the court's calendar.

The court announced it will operate normally at least through the end of this week. The justices are hearing six arguments, including a challenge to limits on campaign contributions.

The new term may be short on the sort of high-profile battles over health care and gay marriage that marked the past two years. But several cases ask the court to overrule prior decisions ? bold action in an institution that relies on the power of precedent.

"There are an unusual number of cases going right to hot-button cultural issues and aggressive briefing on the conservative side asking precedents to be overruled," said Georgetown University law professor Pamela Harris, who served in President Barack Obama's Justice Department.

Paul Clement, a frequent advocate before the court and the top Supreme Court lawyer under President George W. Bush, agreed that the opportunity exists for dramatic precedent-busting decisions. But Clement said each case also offers the court "an off-ramp," a narrower outcome that may be more in keeping with Chief Justice John Roberts' stated desire for incremental decision-making that bridges the court's ideological divide.

The campaign finance argument on Tuesday is the first major case on the calendar. The 5-4 decision in the Citizens United case in 2010 allowed corporations and labor unions to spend unlimited sums in support of or opposition to candidates, as long as the spending is independent of the candidates.

The new case, McCutcheon v. Federal Election Commission, is a challenge to the overall limits on what an individual may give to candidates, political parties and political action committees in a two-year federal election cycle, currently $48,600 to candidates and $123,600 in total. The $2,600 limit on contributions to a candidate is not at issue.

Since the Buckley v. Valeo decision in 1976, the court has looked more favorably on contribution limits than on spending restrictions because of the potential for corruption in large contributions. The big issue in the current case is whether the justices will be just as skeptical of limits on contributing as on spending.

Three justices, Anthony Kennedy, Antonin Scalia and Clarence Thomas, have signaled their willingness to do so. It remains to be seen whether Roberts and Justice Samuel Alito, the other two members of the Citizens United majority, are willing to go along.

Among other top cases already set for review:

?Greece, N.Y., a suburb of Rochester, is asking the court to uphold its practice of opening town council meetings with a prayer, despite an appeals court ruling that found the invocations a violation of the First Amendment because they almost always were Christian prayers. The court could use the case to rule that courts should take a more hands-off approach to religion in the public square or it could hold more narrowly that the town's practice is consistent with a 1983 decision upholding prayer at the start of government meetings.

?Mount Holly, N.J., is defending a plan to demolish and redevelop a rundown neighborhood against claims that it discriminates because it disproportionately affects African-American and Latino residents. At issue is whether there also must be an intent to discriminate under federal housing law. The issue affects a range of transactions involving real estate and applies to banks and mortgage companies as well as governments, such as the one involved in this case.

?Michigan is fighting to preserve a constitutional amendment that bans the use of racial preferences in education after a federal appeals court ruled that the constitutional ban is itself discriminatory. This case, unlike last term's look at a University of Texas admissions plan, does not involve the viability of affirmative action, but rather whether opponents of racial preferences can enshrine that ban in the state constitution.

?Massachusetts is defending a law that creates a 35-foot buffer zone at abortion clinics to limit protesters' ability to interact with patients. The court upheld a buffer zone law in Colorado in 2000, but Roberts and Alito have replaced members of that majority and are considered more sympathetic to the free-speech claims of the protesters.

While several cases call into question high court precedents, the justices will be writing on a blank slate when they take up the president's recess appointment power under the Constitution.

In that case, the court will confront an appeals court ruling that effectively would end the president's ability to make such appointments, if it is left standing.

Former Justice Department official Peter Keisler said that justices often ask a lawyer for the best case in support of his argument. "No one is going to ask that question because 't'aint none.' No Supreme Court decisions are material here," said Keisler, a partner at the Sidley, Austin law firm in Washington.

The impasse that led Obama to install members of the National Labor Relations Board and Consumer Financial Protection Bureau director Richard Cordray in office without Senate confirmation has been resolved. So what remains of the issue is whether Obama and his successors will be constrained in the future.

The topic splits Democrats and Republicans, but their view of the matter is almost entirely dependent on which party controls the White House.

DEC Boosts Public Access to Sable Highlands Easement Lands ...

sablelmapA number of new facilities and access opportunities on the Sable Highlands Conservation Easement Lands in Franklin and Clinton counties (former Domtar Industries lands near Lyon Mountain) are now available for public use, the New York State Department of Environmental Conservation (DEC) announced today. DEC and its partners have constructed new parking lots, opened some roads for motorized use, and installed informational kiosks. Roads and trails have been opened through private lease areas to provide access under sporting leases to areas open to public use.

The Sable Highlands easement lands include more than 28,000 acres of lands distributed over 14 public use areas, all of which are open and available for public access and recreation in accordance with the April 2009 Interim Recreation Management Plan. More than 56,000 acres of the Sable Highlands easement lands are leased by the landowner to hunting, fishing and recreation clubs for their exclusive private use.

sablepuasA new 6-vehicle parking area has been constructed on Blair Kilns Road in the Town of Bellmont, Franklin County, to provide access for recreational users to 3,900-acre Figure 8 Public Use Area. Another 6-vehicle parking area has been built on Standish Road in the Town of Saranac, Clinton County, to provide access to the 2,500-acre Cold Brook Public Use Area.

Parking areas and access points are marked with DEC signs, informational kiosks, maps and public recreation usage guidelines specific to each public use area.

Access beyond the parking areas is by foot or mountain bike only. According to a statement issued to the press, DEC plans to provide additional opportunities for public motorized access in the future.

The 6.5-mile D&H Road is open to motor vehicles and mountain bikes during the summer and fall. It will be closed in the winter and during mud season, but can be used year-round by hikers, skiers and snowshoers. The road connects Franklin County Route 26 near the hamlet of Loon Lake in the Town of Franklin with the Wolf Pond Road just east of the hamlet of Mountain View in the Town of Bellmont.

The road is for motorized thru-traffic only as there are no parking areas or pull-offs along the road. The 3,900-acre Plumadore-Inman Public Use Area abuts along much of the road to the west. The public should be aware that a number of private landowners and privately licensed recreation clubs have exclusive use on other properties along the road. Trespassing on those lands is prohibited.

The 3.9- mile Barnes Pond Road is open to motor vehicles during the fall hunting seasons. It is recommended that only high clearance vehicles use the road. The road can be accessed from a parking area on the True Brook Road in the Town of Saranac, Clinton County.

Hunters and others can use the road to access the 3,700-acre Barnes Pond Public Use Area. Wheeled camping equipment up to 20 feet in length, such as pop-up campers, truck campers and tow-behind camper trailers, can be used at six fully accessible designated campsites along the road. At this time, motor vehicle use on the road is allowed from October 4 through the end of the Northern Zone Big Game Rifle Season only, weather and road conditions permitting.

DEC Region 5 operations staff and members of the Student Conservation Association (SCA) Adirondack Program worked for more than three years to construct the facilities. Construction would not have been possible without the cooperation and assistance of the landowner, The Forestland Group of Chapel Hill, North Carolina.

shadafishpfThe new facilities complement a number of existing facilities and improvements previously constructed on the property by DEC, including:

? Fishhole Pond Fishing Access Site ? Town of Franklin, Franklin County

? Grass Pond Fishing Access Site ? Town of Franklin, Franklin County

? Two designated campsites, accessible by the public on foot or by mountain bike, in the 3,900-acre Plumadore-Inman Public Use Area ? Town of Franklin, Franklin County

? One designated campsite and a parking area with an informational kiosk, enhancing access to the 415-acre Saranac River Public Use Area ? Town of Franklin, Franklin County

DEC forest rangers and environmental conservation officers will conduct regular patrols of these locations and nearby conservation easement lands to educate users, and enforce environmental laws and regulations.

Food and gas for those using the Sable Highlands Conservation Easement Lands can be easily found in the nearby communities of Vermontville, Brainardsville and Mountain View in Franklin County and Redford, Saranac, Merrill and Dannemora in Clinton County. The closest available lodging opportunities are available in Saranac Lake, Malone and Plattsburgh, while a wide variety of developed and primitive camping opportunities and seasonal rental properties are available in-season within a 25-mile radius.

About the Sable Highlands

shnbsaranacThe 84,000-acre Sable Highlands Conservation Easement Lands are located in northern Adirondack Park. The conservation easement lands lie in the Towns of Bellmont (51,142 acres) and Franklin (21,504 acres) in eastern Franklin County and the Towns of Saranac (5,833 acres) and Ellenburg (5,693 acres) in western Clinton County.

The property was acquired by Domtar Industries in 1962, it has since been certified under the Forest Stewardship Council for sustainable forest management practices. Domtar leased exclusive recreation rights to portions of the property and allowed the construction of camp buildings by the members of private lease recreation clubs.

On December 28, 2004, Domtar sold approximately 84,400 of its 104,400 acre Adirondack holdings (the Sable Highlands) to Chateaugay Woodlands.

On the same date, Domtar sold the approximately 20,000 acre balance to The Nature Conservancy, which subsequently sold the lands to the State of New York as additions to Forest Preserve and State Forest lands.

New York State purchased a conservation easement from Chateaugay Woodlands on approximately 84,000 acres. 400 acres of their lands are not covered by the easement.

The easement:

  • Assures that the Sable Highlands remain a working forest;

What skills (technologies) get outdated slower? - Programmers ...

Well at the risk of sounding slightly cheesy: Ideas are timeless. By this I mean that the notion of a depth first search is goodness knows how old, but still totally relevant. Likewise, things that aren't totally platform and technology dependent tend to have a longer lifespan.

If you learn things like

  • Algorithms
  • Data structures
  • Paradigms and Concepts
  • Common [Coding] Sense
  • How to Document
  • A Sparkling Sense of Humor

then no matter what technology you're using, you'll still be a reasonably competent developer.

Depending on what sort of work you do, compilers, webdev, dbs, finance, whatever, their will be a certain amount of domain specific knowledge that will be relevant so long as the field is relevant.

Maine gas prices down 4 cents per gallon

AUGUSTA, Maine (AP) -- The average retail cost of a gallon of gas in Maine is down another 4 cents to $3.51.

Price-monitoring website GasBuddy.com reports Monday that that's more than 42 cents lower per gallon than at the same time last year, but still 13 cents higher than the current national average.

Prices in Maine have now fallen almost 22 cents per gallon in the past month.

In-state prices are based on a survey of more than 1,200 gas stations.

A company analyst says prices are expected to keep dropping in the immediate future, especially if the Atlantic keeps relatively storm free.
